Where is this happening?

NPR says the city of Wichita Falls, may soon become the first in the country where half of the drinking water comes directly from wastewater. This comes after three years of extreme drought, and the city has to do something.
The mayor insists the water will be clean and safe, but some people in the town are talking about switching to bottled water.
