It's called Texas Senate Bill 21 of the 83rd Legislature.  This bill calls for mandatory drug testing of applicants for welfare and unemployment benefits. 

The Senate Committee on Economic Development has scheduled a hearing on the bill this morning (3/13). The bill has the backing of Governor Rick Perry and Lieutenant Governor David Dewhurst.

Republican Senator Tommy Williams, one of the bill's sponsors, wants the legislation to focus on unemployment insurance applicants who are looking for work in industries that usually conduct drug tests on new employees.

Republican Sen. Jane Nelson has filed a similar bill that would require drug testing on persons applying for the Temporary Assistance for Needy Families program.
