During the past week, 3 of Texas's Most Wanted Fugitives have been captured. Here are the details on each suspect, including the specifics of their arrest.

Eliud Perez Reyes

Reyes, a Texas 10 Most Wanted Fugitive, was apprehended on May 26 in Palmview, Texas (Hidalgo County).

A Texas DPS Highway Trooper conducted a traffic stop on a vehicle occupied by Reyes. Following the stop, Reyes was taken into custody without incident.

Reyes had been wanted since December 2024, when warrants were issued out of Hidalgo County for his arrest for Aggravated Assault with a Deadly Weapon, Sexual Assault, and Assault of a Family/Household Member by Impeding Breath/Circulation.

Additionally, in January 2025, a warrant was issued out of Fayette County for his arrest for Theft of Property.

McEuen, a Texas 10 Most Wanted Fugitive, was captured on June 2 near Grand Saline, Texas, following a SWAT standoff. His capture comes only a few days after the reward for information leading to his arrest was raised to $10,000. Since no tip was received, no reward was paid out.

Texas DPS Criminal Investigations Division (CID) Special Agents, Texas Rangers, US Marshals Service, and the Kaufman County Sheriff’s Office corroborated investigative efforts and determined McEuen was hiding in Van Zandt County.

In the early morning hours on June 2, Kaufman County SWAT and Henderson County SWAT teams, assisted by members of the US Marshals Task Force, served a search warrant at a location along Hwy 80 near Grand Saline, leading to his capture.

McEuen had been charged with capital murder by terroristic threat, murder, and multiple counts of aggravated assault with a deadly weapon, after he allegedly shot 35-year-old Aaron Martinez in 2023.

On May 5, 2025, MCEUEN failed to appear for his scheduled court date. That morning, he also removed his court-ordered ankle monitor and left his residence.

Billy Morris Kelly

Kelly, a Texas 10 Most Wanted Sex Offender, was captured on June 4 in Lancaster, Texas.

Working off investigative information, members of the U.S. Marshals North Texas Fugitive Task Force, including DPS Special Agents, located and arrested Kelly at a residence. Lancaster Police Department and DeSoto Police Department assisted in the multi-agency fugitive investigation.

In 2004, Kelly was convicted of Aggravated Sexual Assault of a Child following an incident with a 3-year-old girl. He was subsequently sentenced to 9 years' confinement.

In 2015, Kelly was convicted of Failure to Comply with Sex Offender Registration Requirements and subsequently sentenced to 3 years’ probation. In 2017, his probation was revoked, and he was sentenced to serve time in a Texas Department of Criminal Justice (TDCJ) prison. He was discharged from TDCJ in 2020.

Kelly had been wanted since January 2025, after a warrant was issued out of Dallas County for his arrest for Failure to Comply with Sex Offender Registration Requirements with a Previous Conviction.
